The Service-Disabled Veteran-Owned Business Act, signed into law by Governor Andrew M. Cuomo, allows eligible Veteran business owners to get certified as a New York State Service-Disabled Veteran-Owned Business (SDVOB). The goal of the Act is to encourage and support eligible Service-Disabled Veteran-Owned Businesses to play a greater role in the state's economy by increasing their participation in New York State's contracting opportunities. The OGS Division of Service-Disabled Veterans' Business Development is responsible for certifying eligible Service-Disabled Veteran-Owned Businesses, and assisting and promoting their participation in the state's procurement activities.

Westchester County understands the importance of providing the same opportunity on a local level. The Westchester County Board of Legislators enacted Act 48-2018 requiring all County departments and offices to encourage participation by Certified Service-Disabled Veteran-Owned Businesses in County contracts, subject to compliance with all applicable statues including public bidding laws. All County departments and offices are required to maintain records of their good faith efforts to encourage such participation. These requirements will remain in effect as long as Article 17-B is in effect.
